Long Binh Tan Customs – ICD Tân Cảng - Long Bình sign coordination regulations to enhance inland container depot supervision efficiency
On September 23, Long Binh Tan Customs – Sub-department of Customs XVIII and ICD Tân Cảng - Long Bình Joint Stock Company held a signing ceremony for coordination regulations in supervising operations at Tan Cang Long Binh Tan inland container depot (ICD Tân Cảng - Long Bình).

Introducing ICD Tân Cảng - Long Bình, Mr. Phan Anh Tuan - Director of the unit, said that in January 2025, ICD Tân Cảng - Long Bình was approved by the Ministry of Transport as Vietnam's 10th inland container depot. This is an important milestone, marking a new development in the Company's operations. Phase 1 of this inland container depot covers an area of 25 hectares.
Assessing the coordination work between the two units, Deputy Team Leader of Long Binh Tan Customs Le Van Toi said that the customs clearance location at ICD Tân Cảng - Long Bình was established and has been operating since 2009. Over more than 16 years, the two units have coordinated very effectively in customs supervision of warehouse and container yard operations.
On January 5, 2025, the Ministry of Finance issued Decision No. 2637/QD-BTC on recognizing the customs clearance location at ICD Tân Cảng - Long Bình. As soon as the inland container depot was established and the customs clearance location became operational, Long Binh Tan Customs identified inland container depot supervision as a key task. The unit proactively deployed comprehensive customs supervision measures, ensuring compliance with customs law while maximizing facilitation for enterprise import-export activities.
Long Binh Tan Customs has arranged and assigned officers to conduct supervision through direct supervision and technical equipment monitoring, ensuring vehicles enter and exit the depot through proper lanes and routes, and that goods and containers are stored and kept in correct positions.
According to statistics, to date, after more than 9 months of operation, Long Binh Tan Customs has processed procedures for 41 enterprises with import-export goods at the inland container depot with 172 independent transport declarations, supervising 436 containers of goods entering and exiting the depot. Supervision work at the inland container depot has been carried out in accordance with legal regulations, with no cases of delays in document processing.
Besides the advantages, practical supervision activities at ICD Tân Cảng - Long Bình over the past period have encountered some difficulties and obstacles. From this, leaders of the two units discussed and agreed to sign coordination regulations for inland container depot supervision work. This serves as a basis for both parties to unify principles, processes, and coordination responsibilities in supervising goods and vehicles entering and exiting, ensuring compliance with legal regulations while still facilitating enterprises.
Highly appreciating the coordination regulations between the two units, Colonel Bui Si Tuan - Deputy Commander of Army Corps 20, Deputy General Director of Tan Cang Saigon Corporation, said that ICD Tân Cảng - Long Bình is an important link, a bright spot in Tan Cang Saigon's logistics system in the southern key economic region.
With that role, the proactive development and signing of coordination regulations in supervision work by ICD Tân Cảng - Long Bình Joint Stock Company and Long Binh Tan Customs is a forward-looking step, demonstrating professionalism and high responsibility. For the coordination regulations to truly come into effect and maximize efficiency, Mr. Bui Si Tuan requested that the two units implement the regulations in the spirit of maximizing facilitation for enterprises, shortening time and reducing costs, while still ensuring rigor, rule of law, and national economic security.
Mr. Bui Si Tuan hopes the coordination relationship will become an exemplary model of effective cooperation between Customs authorities and port enterprises throughout the system, contributing to building a civilized, transparent gateway, and making positive contributions to combating smuggling and trade fraud.
Acknowledging the draft coordination regulations prepared by both units, Deputy Chief of Sub-department of Customs XVIII Nguyen Van Ngan hopes that the signing and implementation of coordination regulations between the two units with specific and rigorous content will help improve the performance efficiency of each unit and enhance service quality for enterprises. Coordination in supervising and controlling goods and containers entering/exiting the depot:
- Coordinate supervision and control of imported goods and border-transfer goods at the inland container depot area.
- Coordinate supervision and control of export cargo containers at collection points, centralized supervision and inspection.
- Coordinate supervision and control of empty container delivery and receipt at ICD Tân Cảng - Long Bình area.
- Coordinate management of transport vehicles entering and exiting ICD Tân Cảng - Long Bình.
In addition, the two units coordinate in exchanging and providing information and related documents (except confidential documents which are handled according to legal regulations); coordinate in preventing smuggling and trade fraud; fire and explosion prevention, natural disaster response; maintaining security and order, preventing riots; combating harassment and nuisance; applying information technology.
